The French Parliamentary Permacrisis: The Beginning of a Fresh Governmental Era
In October 2022, when Rishi Sunak took over as British prime minister, he became the fifth British prime minister to occupy the role over a six-year span.
Unleashed on the UK by Brexit, this represented exceptional governmental instability. So what term captures what is unfolding in the French Republic, now on its fifth premier in 24 months – with three in the past 10 months?
The current premier, the recently reappointed Sébastien Lecornu, may have secured a temporary reprieve on that day, abandoning Emmanuel Macron’s key pension reform in return for support from Socialist lawmakers as the cost of his government’s survival.
But it is, at best, a temporary fix. The EU’s second-largest economy is locked in a political permacrisis, the scale of which it has not witnessed for decades – possibly not since the establishment of its Fifth Republic in 1958 – and from which there seems no easy escape.
Minority Rule
Essential context: from the moment Macron called an ill-advised snap general election in 2024, France has had a hung parliament separated into three warring blocs – left, far right and his own centrist coalition – none with anything close to a majority.
At the same time, the nation faces dual debt and deficit crises: its debt-to-GDP ratio and deficit are now almost twice the EU limit, and strict legal timelines to approve a 2026 budget that starts controlling expenditures are approaching.
In this challenging environment, both Lecornu’s immediate predecessors – Michel Barnier, who served from September to December 2024, and François Bayrou, who held the position from December 2024 to September 2025 – were ousted by the assembly.
In September, the president appointed his trusted associate Lecornu as his new prime minister. But when, just over a fortnight later, Lecornu presented his government team – which turned out to be largely unchanged from before – he faced fury from allies and opponents alike.
So much so that the following day, he resigned. After only 27 days as premier, Lecornu became the briefest-serving prime minister in recent French history. In a respectful address, he blamed political intransigence, saying “party loyalties” and “personal ambitions” would make his job virtually unworkable.
Another twist in the tale: shortly after Lecornu’s resignation, Macron asked him to stay on for two more days in a last-ditch effort to salvage cross-party backing – a task, to put it mildly, not without complications.
Next, two ex-prime ministers openly criticized the embattled president. Meanwhile, the right-wing RN and leftist LFI declined to engage with Lecornu, vowing to reject any and every new government unless there were snap elections.
Lecornu persisted in his duties, engaging with all willing listeners. At the conclusion of his extension, he appeared on television to say he thought “a solution remained possible” to avoid elections. The president’s office announced the president would name a fresh premier two days later.
Macron honored his word – and on that Friday reappointed Sébastien Lecornu. So this week – with Macron helpfully sniping from the sidelines that the country’s rival political parties were “creating discord” and “solely responsible for this chaos” – was Lecornu’s moment of truth. Would he endure – and can he pass that vital budget?
In a high-stakes speech, the young prime minister spelled out his budget priorities, giving the centre-left Socialist party (PS), who detest Macron’s controversial pension changes, what they were waiting for: Macron’s flagship reform would be frozen until 2027.
With the conservative Les Républicains (LR) already supportive, the Socialists said they would refuse to support censorship votes tabled against Lecornu by the extremist factions – meaning the government should survive those votes, scheduled for Thursday.
It is, however, by no means certain to be able to approve its €30bn austerity budget: the PS clearly stated that it would be demanding further compromises. “This move,” said its leader, Olivier Faure, “is only the beginning.”
A Cultural Shift
The problem is, the more Lecornu cedes to the centre-left, the more he will meet resistance from the centre-right. And, like the PS, the conservatives are themselves divided over how to handle the new government – some are still itching to topple it.
A glance at the parliamentary arithmetic shows how difficult his mission – and longer-term survival – will be. A combined 264 lawmakers from the far-right RN, LFI, Greens, Communists and UDR want him out.
To achieve that, they need a 288-vote majority in parliament – so if they can persuade just 24 of the PS’s 69 deputies or the LR’s 47 representatives (or both) to support their motion, Macron’s fifth unstable premier in two years is, like his predecessors, finished.
Few would bet against that happening sooner rather than later. Although, by an unlikely turn, the dysfunctional assembly summons up the collective responsibility to approve a budget this year, the outlook afterward look bleak.
So does an exit exist? Early elections would be unlikely to solve the problem: polls suggest pretty much every party bar the RN would see reduced representation, but there would still be no clear majority. A fresh premier would confront identical numerical challenges.
Another possibility might be for Macron himself to step down. After a presidential vote, his replacement would disband the assembly and hope to secure a parliamentary majority in the ensuing legislative vote. But that, too, is uncertain.
Surveys show the next occupant of the Elysée Palace will be Le Pen or Bardella. There is at least an strong possibility that French electorate, having elected a far-right president, might think twice about handing them control of parliament.
In the end, France may not escape its predicament until its leaders acknowledge the changed landscape, which is that clear majorities are a bygone phenomenon, winner-takes-all no longer applies, and negotiation doesn't mean defeat.
Numerous observers believe that transformation will not be possible under the country’s current constitution. “This isn't a standard political crisis, but a crise de régime” that will endure indefinitely.
“The system wasn't built to encourage – and actively discourages – the emergence of governing coalitions typical across Europe. The Fifth Republic may well have entered its terminal phase.”
